CONFIGURATION AND DATA MANAGER WITH SECRET CLEARANCE

We are currently searching for a talented, “CONFIGURATION AND DATA MANAGER” to support and operate the Army’s EMS component of the Army Training Information System (ATIS) (previously known as Distributed Learning System (DLS)).  The ATIS, provides the underlying infrastructure to manage and deliver standardized training to Soldiers and other learners.  It also provides the Army with a fully automated, seamless, and web-accessible training network.    

 

Responsibilities:

·         The Configuration and Data Manager (CDM) will direct the change management process and maintain the system documentation.

·         The CDM shall identify all documentation, materials, hardware, and software required to execute the ECP (0048).  The Government will review the proposed hardware and software requirement and either provide the incidental Government furnished property materials, hardware, and software or will direct the Contractor to provide the materials, hardware, and software and reimburse the Contractor at cost for the Contractor purchased materials, hardware, and software.

·         The CDM will maintain configuration control of the Enterprise through performing configuration management services and processes IAW EIA-649, Configuration Management Standard; and IEEE 828-1998, Standard for Software Configuration Management Plan.  The CDM shall perform the necessary functions to provide data to align with and support the Program Configuration Management Plan ATIS-PdM-CM-CMP-0000686.  The Contractor’s CM Plan shall be submitted for Government review within 60 days after task order award (0051).  The CDM shall schedule and perform monthly partial configuration audits, based on 100 random data points, using different portions of the system(s) for each audit.  The CDM shall provide a detailed report audit results to the Government by the 5th work day following the conclusion of each reporting quarter and provide a summary in the IPR (0052).  In addition, the CDM shall provide a representative to the ATIS Configuration Control Board (CCB).

·         The CDM shall maintain and update existing system documentation/data or generate additional system sustainment documentation as necessary IAW Configuration and Data Management Plan ATIS-PdM-CM-CMP-0000686. Documentation to be maintained includes system design documentation and operations documents such as checklists, process descriptions, user guides, training materials and standard procedures. The CDM shall maintain and update these documents, or create new documents to reflect the configuration of the EMS within 30 days after implementing an approved ECP, new Government directive, or Government approved procedural change (0053).

 

Qualifications:

·         Must have a current Active SECRET security clearance.

·         The Configuration and Data Manager (CDM) must have at least 5 years related experience.

·         The CDM must hold a CDM certification (National Defense Industrial Association (NDIA) preferred).

·         The CDM must have previous experience in configuration planning and management, identification, control, status accounting, verification and audits.

·         The CDM is also required to have experience in maintaining and updating documentation using basic publication standards.

·         The CDM must have experience in one or more configuration management tools.
