PROGRAM MANAGER WITH SECRET CLEARANCE

We are currently searching for a talented, “PROGRAM MANAGER to support and operate the Army’s EMS component of the Army Training Information System (ATIS) (previously known as Distributed Learning System (DLS)).  The ATIS, provides the underlying infrastructure to manage and deliver standardized training to Soldiers and other learners.  It also provides the Army with a fully automated, seamless, and web-accessible training network.    

 

Responsibilities:

·         The PM shall oversee the contractor personnel to achieve the goals for all tasks described in this PWS; provide points of contact and telephone numbers of all contract personnel (0012); provide and supervise Contractor personnel; and oversee any sub-contractor efforts used in performance of this PWS.

·         The PM and an alternate who shall act for the Contractor when the PM is absent shall be designated in writing to the KO.

·         The PM or alternate PM shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract.

·         The PM or alternate shall be available during normal ATIS work hours.

·         Manage the contract to achieve the goals for all tasks described in this PWS.

·         Provide points of contact and telephone numbers of all contract personnel (0012).

·         Provide and manage Contractor personnel and oversee any sub-contractor efforts used in performance of this PWS.

·         Secure, allocate, and direct resources such as personnel, equipment, tools and material to meet performance objectives, comply with specified standards, and satisfy established and emergent requirements.

·         Meet via telephone with the Government within 15 minutes of the Government’s request during normal work hours or within 2 hours during other times.

Qualifications:

·         Must have a current Active SECRET security clearance.

·         Program Manager (PM) shall possess an active Project Management Institute Project Management Professional (PMP) certification, Defense Acquisition Workforce Improvement Act Level III certification in Program Management, or other recognized Information Systems program management certifications.

·         The PM shall have relevant experience at a comparable level of responsibility in projects of similar size, scope and complexity.

·         Experience working with the United States military is desired.

·         Recent experience shall include a combination of managerial and technical skills demonstrating the ability to manage complex large-scale Information Technology (IT) projects that operate 24 hours per day, 7 days per week.

·         The PM shall have knowledge of and experience with educational technologies that provide automated support to learning and learning management.

·         The position is an IT Level III IAW AR 25-2.
